My method for curing cold smoked salmon works every time. I've been using this method for years to make consistently good well cured but not over salty smoked salmon.
I've included a copy of my HACCP paperwork here for you to read through to help tou with your smoked salmon. you can download a copy for yourself but remember Whilst I know it works, you do this at your own risk. My method doesn't take account of your sourcing or handling of the fish or the environment you work in so be mindful of that.
